   you wont be able to just move a filled fish tank into a cseolt. you wont be able to move it a few inches. a 20 gallon tank will be heavy and you will make it more obvious by moving it. it's not really ridiculous if your tank springs a leak and destroys a unit below yours. the rules exist for good reason. your better option may be to move. there arent many apartments that allow fish tanks at all, and for good reason.
